Desktop Microsoft Windows version: 20H2 (OS Built 19042.1237),
Creative Cloud version: 5.5.0.617,
Issue message: Encountered issues in updating creative Cloud. Error Code 191,
Following scenarios tested:
1. system login account does have administrator privileges.
2. Unintall and reinstall Creative Cloud.
3. AdobeCreativeCloudCleanerTool.exe has been tried.
Above tested, none resolves the issue, screenshot is attached.
Please let us know how to resolve the issue,

Just to be clear, this has never been resolved by adobe despite exorbitant subscription costs.
Error code 191 appears on creative cloud desktop since the day it was installed on Win10, none of the fixes work for this.
I find this shambolic.
