Does Adobe Portfolio come with my Creative Cloud Free membership?

I am a student and my schol was able to work with Adobe to et all students free Creative Cloud mmemberships. I tried to make a portfolio with Adobe Portfolio, but everytme I try to publish the site, it says I have to upgrade my membership. Does Adobe Portfolio come with my Creative Cloud Free membership?

Adobe Portfolio is only available in a paid Creative Cloud plan (i.e. Creative Cloud - All Apps, Single App, and Photography plans):

As a Student, you can get the "All Apps" plan at a discounted price:

If you got a membership provided by your school, make sure you're logging in with your correct login credentials (school email address). You may also want to consult your school for assistance.

Behance is free.  You don't need a paid plan to use it.

When you eventually get a paid creative cloud plan (photography or student), your Behance content will be imported automatically  into your Adobe Portfolio site when you use the same ID for both.
