how do you delete your cloud storage

HI there i'm new to cloud, Please can someone tell me how you delete photo's from it using a pc' i have 20GB and it is almost full up

How do you delete the ENTIRE cloud service? I paused the syncing but the Core Sync Helper is really using alot of my CPU and my system is running slower. I will never store files on their server so I don't need access to this option at all. Before you could turn it OFF but now it just says PAUSE.
