Creative Cloud is not for broadcasting.  Use email blasts for that.  Or post on social media.

Creative Cloud is for sharing files with select groups of team members, collaborators or syncing files to other devices.

If  you're talking about PDF files, you can do what you're asking for with the Document Cloud. That lets you share files with lots of people, although I don't know if there's a limit on how many people can be shared. I don't think there is.

This is the FAQ: https://helpx.adobe.com/document-cloud/faq.html

Document Cloud replaced Adobe's Send and Track a few years ago. It's meant for sharing PDFs for shared reviews and sign-offs.

If I'm not mistaken, Adobe Sign (aka e-signature) has an additional fee for service.

I believe so, but sharing documents on the Document Cloud is free. I think you can do it even if all you have is Acrobat Reader, but since I never use that I haven't been able to check it.
