"unable to send message at this time"

I am attempting to reply to an inquiry from a potential client. When I try to send my reply I get the "unable to send message at this time". I understand that Adobe puts limits on the number of messages sent, but I am hardly a heavy user so what's the deal. 

I paused sending the message for a couple of hours and then tried to send again and got the same "unable..." message. Does anyone have a suggestion or solution?

    Use personal email to contact a client.

    Problem is this potential client contacted me via my behance account so I do not have their personal email info.

    I have their behance account/name, tried to contact them more directly but again got the same "unable..." message.

     a potentional client messaged me  about a project through my behance account and I have tried unsuccessfully to reply
