ADE 4.0 worked perfectly before, does not open at all now

ADE 4.0 worked perfectly before, but after vertical monitor blue screened and I restarted my computer, it fails to open. Automatically prompts, "Do you want to allow the following program to make changes?" I tried to download ADE 2.0 and it opens, but my authorization to books is not working. Help?
