ADE hangs indefinitely at splash screen

I'm running ADE 4.5 on Windows 10 and, no matter how I start it, it hangs at the splash screen

I've checked Task Manager for any processes that could be hung up (updater or the like) but the only ones running are ADE itself, and the splash screen.

Any idea as to what's going on?

    Try this: Right Click and run as Admin.
