Adobe Digital Editions: Authorizing an Adobe ID not listed as option when first opening

I downloaded Adobe Digital editions to my PC. When I first opened it, it didn't ask me to authorize a device, just automatically authorized with my CloudLibrary account. I want to access protected files from elsewhere to read on my Kobo, but there is no option to authorize my Adobe ID.

 

I am able to add and read the protected files on Adobe Digital Editions and (appear to) transfer them to my Kobo, but I can't open them on my Kobo because it says I haven't authorized the device.

 

How do I get Adobe Digital Editions to give me the option to authorize my Adobe ID?
