Adobe digital editions freezes

When I try to download an EBook from the local library(King county) ADE stops responding but not with every book. About 2 of 3  EBooks will download correctly. I have uninstalled and reinstalled numerous versions of ADE without success.  I did not have this problem until I upgraded from Windows 8.1 to windows 10.  When I right click on ADE Windows marks the program as incompatible and does not give me a way to make it compatible with Windows 10.  Running ADE as an administrator does not solve the problem.   Two questions, why will some EBooks download correctly and how do I fix this problem?
