Digital Editions and Sync of Devices

I bought a protected eBook, and it won't share between devices. The eBooks doesn't appear in the ADE apps on my Galaxy S7 or my Galaxy Tab A. I followed all of the instructions, and authorized all the devices with the same Adobe ID and password. From what I saw, when you plug your device into the USB on the PC, and open ADE, the device is supposed to show up in the left margin. It does not. I need to see the eBook on my tablet for sure, but could only load the eBook on my PC. What a nightmare.  I would appreciate any help I could get to make this work. Thank you.

The way over digital Edition eBooks move to a reader work only with eBook Reader not with Andorid Apps. You can only move the ebooks over the filesystem to the mobile devices.

The author of the book has only allowed the book to be loaded and read on Adobe digital editions though. Can I load an ebook reader on a PC? I have Overdrive on my tablet and phone (both are android).

Digital Editions works great on computers running Windows OS.  I don't know about others.
