Download of a borrowed book failed - Need Help

I am living in Russia and tried downloading a book (to borrow). D/L failed: Digital Editions could not connect to the fulfillment server. What's up???

In additon, I went to my profle on OpenBooks and it says that I have already downloaded the book. It shows up in my list on Adobe DE but it won't download.

Any ideas???
