How do I reinstall 2018?
Thank you so much. I'm reluctant to mark this as answered because it will disappear. Also, due to surge of frustration, I did not include my OS, which would have been helpful. Since I spent 40 minutes waiting for the Chat Support, let me try to help someone who has this question as well, and is using a Mac.
Launch the Creative Cloud Desktop App. Or open a Finder window and Search on 'Adobe Creative Cloud'.
Choose 'Open' from the application you want to revert; then 'Manage', then 'Other Versions'.

I went back to 2018 version because my tool panel just wasn't stable (tools move/disappear etc.). To go back to AI 2018, open the Creative Cloud panel from the system tray (PC). All of your applications should be viewable in the panel. At the AI v23.00 location, there will be a pull down (default is Open). Click the down arrow and you should be able to uninstall AI CC version 23.00. At that point you can open the previous version and use that. You may have to reset the default program to open your *.eps files but that is relatively minor compared to the issues you have had if you are experiencing problems similar to mine. I had problems with the 2018 version but they were less annoying and Adobe didn't seem to have a solution for my problems with v 23.00.

Choose 'Open' from the application you want to revert; then 'Manage', then 'Other Versions'. The highest one on the list will be the previous version. If you already tried trashing Preferences for this application to resolve the wonkiness in the new version, check your Trash to see if they are still there and retrievable. If they are and you've already launched the reinstall, you can replace the new folder with the old one and life should improve dramatically. It did for me.
