ACC says app (Ae CC) is up to date when in fact it is not installed. How to get it to recognize it is not there?

I have uninstalled Ae 12.0 in order to install the latest since having issues with Ae opening. Acc says it is up to date. How do I get it to recogize the fact that it is not installed?

Thanks Mylenium- did that and it didn't work. Ran "clean my mac", techtool, and did a restart after all and nothing worked. Then yesterday I started ACC again and there it was ---- to "install!" Go figure.
