Adobe cc can't be installed - Error Code 207

Tired to turn off anti-virus software in windows 10,

still not able to install adobe cc,

I need to install photoshop cc 2015 in the new windows10,

error code 207.

is it better to install adobe cc 2015?

or a programe disk with adobe cc and photoshop cc 2015 sent to my office?

what can be solved for the problem if anti-virus and proxy is off?
