As far as I know, the Cleaner tool is 32bit and Catalina is 64bit only

John, the CC Cleaner Tool, was recently updated to not only work with macOS 10.15 but also to now include an uninstall component. This allows people who have upgraded to macOS 10.15, or later, to still remove their software. Many of the uninstallers were also 32-bit, so that would prevent someone from going through the standard uninstall process, after updating.
I would recommend reviewing https://helpx.adobe.com/x-productkb/global/fix-macos-64-bit-compatibility-errors.html for more information.

The CC Cleaner Tool (AdobeCreativeCloudCleanerTool.dmg) from here https://helpx.adobe.com/creative-cloud/kb/cc-cleaner-tool-installation-problems.html still does not seem work on macOS Catalina and generates the below message. Tested on masOS Catalina 10.15.1

Jeff, that screenshot is from macOS Gatekeeper. By default, macOS is set to only allow applications to be installed and ran from the Apple App Store. Information on how to overcome this security setting can be found at https://support.apple.com/en-us/HT202491.

I already had that set to App store and identified developers. Catalina has some strange bugs when it comes to remembering security stuff and has to be reset at times.
Anyhow, when i double clicked on the AdobeCreativeCloudCleanerTool.dmg i got the above apple can't check for malicious software message. So i right clicked and clicked on Open and then it worked.
Maybe that will work for other users having trouble getting the CC Cleaner to work.

You are correct. Jeff! Sometimes you have to select Open, from the contextual menu in the Finder, to fully override Gatekeeper.
