I am having this same issue, but have no Adobe products other than Reader currently loaded on my machine; nor have any ever been loaded on it.
What is the Task manager, I don't see that on my computer?
How do I fix this?

Press Ctrl , Shift and Esc buttons all together at a time , it will open Task Manager .
Restart the computer once and try again .
If you are unable to delete any folders even after ending Adobe processes, simply rename them,
Example :
Adobe Creative Cloud to Adobe Creative Cloud-old
OOBE- OOBE-old....etc
