Is the Adobe Creative Cloud option listed under Control panel > Programs and Features ????

If yes,  you may also try CC Uninstaller.

Uninstall the Adobe Creative Cloud desktop application

After the Adobe Creative Cloud option has disappeared from Programs and Features list, navigate to C:> Program Files(x86) > Adobe.

Inside Adobe folder , if present rename Adobe Creative Cloud folder to Adobe Creative Cloud-old.

open your control panel>uninstall programs>and uninstall the cc desktop app.

Thanks for the link kglad.  I did so; the tech dialled in to my computer and it took him an hour and 45 minutes to get it finally working.  Insane...


yikes. that was a lengthy repair.
