Hello friends. I have been experiencing this behavior for quite a while, i think it would be fair to say that it started the beginning of 2018.
For some reason, any Updates/Downloads that i need to make through the Adobe Creative Cloud are extremely slow. As slow as to the point of taking 24 hours to update "4%" of Photoshop.
I have tried troubleshooting this many times, but sadly the outcome remains the same. Downloading the Apps directly from the Download Creative Cloud Apps website are being downloaded at the regular ISP Speed, on about 12MB/s.
But inside the Creative Cloud App, for some reason the highest download speed i have seen are a shocking 32KB/s.
As an example, here is a picture of a whole night of updating the Photoshop and remains on the "Waiting" status with no progress being made.
Is there anything that i can do in order to speed this up?
I have tried downloading the Apps straight from the Website, the issue with that is they are outdated versions in comparison to the ones available inside the Creative Cloud.

First make sure you are up to date on the CC app.

I had to reboot my modem router so Comcast would speed up enough for downloads to be tolerable. Creative Cloud seems to suck almost all the speed / bandwidth when it runs. Even at full speeds when downloads occur our VOID gets chunky. So I run them when nothing else crucial is going on.
