I reinstalled MacOS and then I cant even open the installer to install Creative Cloud, the same happens when I try to intall the apps as directly from https://creativecloud.adobe.com/apps/

why can't you install the cc installer from here, https://creative.adobe.com/products/creative-cloud
ie, can you download the installer? is there an error message when trying to download or when trying to install or trying use after installation?

I can download the installer, but when I try to run the installer and typed the admin password, the installer opens but crashes (or closes) the moment it opens with no error message.

clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html
restart your computer (don't skip this)
reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud.
if you're unable to install the cc desktop app at this stage, use an administrator account (solution 4 here, https://helpx.adobe.com/creative-cloud/kb/creative-cloud-missing-damaged.html)
use the desktop app to install your cc programs/trials

I dont have cc files on my mac when I downloaded the installer the first time, but I downloaded the CC cleaner tool, ran the program, did a resart and tied again with the same installer and even the a new download. And still cant run the installer

If that doesn't work for you, then another option would be to request/use the new 2020 direct download links instead, which don't use the Creative Cloud Desktop app at all. With those, you can download standalone installers which are industry-standard .exe/.dmg files on Windows/macOS.
In fact, the CC Desktop app itself is even available as an offline installer too, if that helps...
Are you able to install the Desktop app that way?
