Are you in a work environment where someone else (like IT) would be deploying your software or is this a personal copy of CC?

If this is a teams or enterprise version (either a company or a school), you should do what the system asks you, as the one configuration CC has locked standard users out as most of the IT people do, to avoid security issues. This would also happen if you have restricted rights on your (company?) computer.

If you are on an individual plan on your home computer (or a computer you are able to manage), you should try to install/update under an admin account. Report back if that does not work for you.
