Adobe CS3 Will not install on Windows 7 64-bit

I have been trying to Install Adobe CS3 Design Standard on my desktop with windows 7 64-bit. I previously had to uninstall it as it was giving me an Error regarding license being unusable and to reinstall with an IT/administrator, which I am the IT/administrator. The computer was running fine on Friday and since Friday night, I have been uninstalling and reinstalling the entire suite from a dvd and after it runs through the installation, only program that actually installs fine is Adobe Acrobat 8. I also have CS6 and Adobe CC 2014 and 2015 versions of Illustrator and photoshop installed. I need CS3 working since the other computers here use it and if I open any files with CS6, it corrupts/changes it so that it can no longer be used with CS3.

Run as Administrator http://forums.adobe.com/thread/969395 to assign FULL permissions may help... says Encore, but sometimes required for ALL Adobe programs (this is NOT the same as using an Administrator account)

Also right click the EXE and select an earlier compatibility mode in the option window

Encore isn't installed on the desktop in question.

You should see if you can install using compatibility mode.

You are probably better off just using one of the other machines that can handle CS3.  I have a Windows 7 system and it would not accept installing CS3, so I simply gave up on it with that machine.

I guess I'll have to give up on this. This would be the 2nd PC in a few weeks that has started having problems with Windows 7 64-bit. First one installed just fine, just wouldn't launch. This one won't even install the programs, just Adobe acrobat 8 and Adobe Distiller 8.
