I can't believe that Adobe has now removed all older versions of Premiere that had Encore from Creative Cloud!!!!
That was done over a year ago, when installing CS6 with a cloud subscription was removed
The only way to use Encore now is when someone already purchased the serial number version of PProCs6 and the bundled Encore
You may still export DVD compliant files from the current version of PPro and then use different authoring software
