Adobe error 190 when installing Photoshop on a brand new Windows 10 installation 10.0.10240

ERROR: In GetDateInRequiredFormat. Fail to convert date in required format. Hence returning the same date - 25/11/2019

You have installed the first version of Windows 10. It's build 1507. The actual version is Windows 10 Build 1909.

Your Windows installation doesn't match the system requirements of PhotoShop. Please install the latest Windows 10 version. Then you can also install Photoshop.

 

BTW: For your windows version are no more security patches available for a long time. So you have a big security risk if you connect this PC with the internet.

All fixed now - it was because Windows Updates were not working with
error message
