Adobe Illustrator CC installation problem: "File already exists in the path. Remove/Delete the file and then try again."

Hello, I am back to asking questions about troubleshooting Adobe installations.

I am planning to re-install Adobe Illustrator CC as 2019 Update. But when the installation process in Creative Cloud reaches 89%, I get an error message saying "Installation Failed." Then I opened up the "Learn More" thing as it says "File already exists in the path. Remove/delete the file and then try again." Then I went to the source folder and tried to rename it to "Windows-backup", but I get a message saying I require permissions from the computer's administrator to make changes to the folder. Anything I can do to resolve this?
