Adobe Indesign 2017 Exit Code Error 184

I tried to install Adobe Indesign update on my PC desktop. It is 2017 Indesign and after going through all the steps for error code 184, I still cannot get Indesign to be removed from my computer. I have tried cleaning the cc app, I have tried repairing it, I have tried removing the folder, restarting the computer, removing the app data, and oobe folders. I have literally tried everything and it is still giving me an error. It will not install it. At some point, it installed it but CC would not recognize it, and I could not get rid of it short of removing the folders per the Exit Code 184 instructions.

I have no idea what to do short of wiping my entire computer, because there is a file I cannot seem to find. The update has completely corrupted my program and i do not know what to do. If someone could please help it could be appreciated.
