Adobe Installer failed to initialize

I aborted an adobe installation by accident and ever since then i have gotten the error "adobe installer failed to initialize".

i tried re-installation, installing a different adobe software, the adobe cleaner tool, and still the error persists.

i am running on windows 8 OS
