adobe installer hangs with "trying to connect to server"

I've hit the download button for Photoshop, which downloads a file "CreativeCloudSet-Up.exe" on Windows 7.  When I run it, it gets hung with "trying to connect to server ...".  I've tried the advice on "Troubleshoot Creative Cloud download and install issues", including testing connectivity issues (the three URLs for server access work fine directly in the browser, i.e., there are no proxies).  There is no further error message.  Where do I go from here to debug this?

Found problem with proxy settings.  The debugging instructions above should include testing proxy settings (right/wrong).
