Adobe Photoshop 2020.0.1

Question

The latest update was done a few days ago and I am unable to open Photoshop on my computer using windows 10. I can' get the link via Lightroom either which has been no problem in the past. The information I get back is as follows.

No DLL from this list below is found on the system search path: ippcvm7.dill (the most suitable for your CPU. Please provide a path to at least one of them.

All this is a foreign language to me. Can anyone help. Should I un-install and re-download or seek help from a professional?
