Adobe Photoshop Elements 12 can't find DirectX on my system

I currently hold a licence for Photoshop Elements 12.  I recently suffered a major computer failure necessitating a reformat of my machine.  As part of the reformat the operating system was upgraded from Windows 7 to Windows 10.  I have re-installed Photoshop Elements 12 but cannot get it to work.  I keep getting an error message when attempting to open Organiser telling me it cannot find DirectX on my system. I have run diagnostics and that tells me Dirext X is definitely on the system.  I have uninstalled and reinstalled a number of times but the message always comes up.  I suspect therefore I may have a compatibility problem.  Can you please advise if Photoshop Elements 12 is compatible with Windows 10 and what I can do about my problem?

    Two ideas that MAY work to install and/or run old programs in Windows 10

    -RIGHT click the program icon or EXE and select a compatibility mode in the pop up option window

    -or Run as Administrator http://forums.adobe.com/thread/969395 to assign FULL Windows permissions may help... says Encore, but sometimes required for ALL Adobe programs (this is NOT the same as using an Administrator account)
