Will Adobe Photoshop Elements 15 run on my Dell PC OptiPlex 3010 running windows 7?

As long as you have enough available hard drive space and your version of Windows 7 has Service Pack 1 and a 64 bit processor, you should be able to install and run it. All of the system requirements for Photoshop Elements 15 are here: System requirements | Adobe Photoshop Elements.
