Lexarious2 please see Error 1935 | Assembly component Microsoft.VC80.CRT | Install | CS4, CS5, CS5.5 products | Windows - http://helpx.adobe.com/creative-suite/kb/error-1935-assembly-component-microsoft.html which discusses this error.  It is likely you will need to resolve your outstanding issues with the .Net framework installed on your computer.

alright got it resolved the hard way. had attempted the steos before hand but i didnt have virus protection. installed avg to find some of the files being infected by an unremovable virus. basically it held down the install action preventing programs to finilize. but nothing a reboot couldn't cure. lightroom is now active elements 8 working fine now to save up and get more adobe programs. thanks for the replys and assistance.

Have you tried installing Lightroom 4.4 since it's the latest LR4 update?
