I want to create a second site in portfolio based on my existing site. i.e. I want to copy all galleries pages, theme etc. and then edit the new site while not effecting original. Is there a way to do this?

You can certainly duplicate galleries or pages within the same site.

But as I said before,  there is no option to duplicate a site.

No.  Sorry.  There is no way to duplicate sites from the editing console as you can be logged-in to only one site at a time.  Feel free to submit a feature request.  If enough people ask for this, it might be added to some future Portfolio update.

That's to bad.  Portfolio allows ypou to create up to 5 sites on one login. It would be nice noty to have to start from scratch each time.

I think you're missing the whole point of Portfolio.   A special events or splash page should link out to your main Portfolio site where all that info is already published  and presumably getting decent search engine rankings.  There is no reason to re-create the wheel each time.

Nancy no you're missing the point! many people don't want to start from scratch when creating a new site.
