Adobe XD installation not going beyond 44%

I am installing Adobe XD using the creative cloud app on my Windows 10 (1909), but it doesn't go beyond 44%. I also tried it from another XD installer provided by Adobe and it said that I needed MSVCP140.dll and some vc runtime library. I know i have installed Dot Net Framework 4.5 and similar software but still i get this issue. Do I need to turn off firewall or what? Also, I couldn't copy these specific dlls to my system32 folder, says I don't have permission so how can I get around this?

Are you able to download apps from the Microsoft Store?

Thanks Adobe Customer support helped me install a previous version which wasn't available on web. It installed straight away
