I startup any Adobe program, with or without file, this screen shows, flashing as its trying to load or restart, after 30 minutes of this screen, nothing has happened. Have tried to reboot several times, uninstall, reinstall etc. If i close this window, the program simply just shuts down as nothing has happened.

Have anyone else tried this?

reset your  photoshop preferences, https://forums.adobe.com/thread/375776

if that resolves the problem with photoshop, repost and i'll help you reset your other problematic preferences.

if that fails to help with photoshop, using a browser that allows popups and cookies,  contact adobe support during pst business hours by clicking here and, when available, click 'chat', http://helpx.adobe.com/x-productkb/global/service-ccm.html

I had the same issue. The fixes suggested didn't work.

It was actually due to having too many 'active' PC's on my account. I deactivated one and it worked fine.
