If I purchase an older copy of photoshop elements off of Ebay that says it is factory sealed with theft protection, will I be able to download it if it hasn't been scanned at a store?

I would avoid buying any software off Ebay, especially PS. They can easily reseal the package, and as far as I know, there was never any "Theft Protection." That tells me its a sure sign that it is a bootleg copy, when they claim it has something like that.

When it comes to older Adobe software there really is no value in purchasing the physical software since downloads are available for most programs and the license/serial number is the only meaningful portion of the purchase.  As a result, descriptions of packaging being intact does not carry much value.  The value comes in knowing that you are purchasing a valid license that is not otherwise in use... EBAY has a bad rep as far as purchasing valid software licenses.
