yes, but there'a significant downside in that you're foregoing the benefits of adobe's cloud services, update notices etc when you do that, so it's actually better to upgrade your c-drive or even add another drive and move data files to that other drive and use the cc app to install cc programs on that other drive. (note: the cc app itself and ancillary files will still be installed on your c-drive.)
that said, if you still want to install the cc programs without installing the cc desktop top app, contact adobe support* for direct download links.
