Best program for editing gifs

I have already created the gif, Photoshop slows it down, even with no delay. What other program can I use to edit the gif for size and removing frames?

Are you asking about Animated GIF or static GIF? I stopped using static GIF on the web ages ago.

I don't understand what is meant by Photoshop slows it down. That would have everything to do with number of frames and file size.

What do you want to do? Gif is a file format from the beginnings of the public networks. The format did not age graceiously as there was no evolution.
