If you still face same issue , let us know whether you are using Wireless or Wifi Internet or Wired Ethernet connection.
If you installed Security suites like Norton , AVG , Mcafee....etc disable their Firewall temporarily and check.
If there are multiple users logged in to Computer simultaneously , log off other user accounts and check.
You may also try with steps mentioned in below link, that is for different issue but applies for Spinning wheel issue as well.
This installation is no longer functional.
