buying cc as from another country

The ever popular problem. I can't buy adobe cc from where I live. I really want photoshop for my project and I really don't want to pirate the software(like cs6..). I also wish to use it commercially.

 

My question is can I create an account as from another country and use a virtual credit card to buy the photoshop? if not, am I stuck or are there any other way than resellers?

The situation differs depending on the country, but CC is a subscription, so there is no sale. (Some products are sold out, but they are 100% pirated.)
You must buy from a country of direct sale or buy from a reseller.
