Correct answer Ao_zora

Hello,
I think I've found a way.

Checked all user permissions for the Program files/Program Files(x86)/Appdata folder in the C drive.

It's been resolved.

I've tried with windows administrator privileges,

I went into safe mode and tried to install it, but it didn't work.

Eventually, the PC format was proceeded.

Adobe will have to provide a solution.

Try This

C  > Program Files > Adobe

C  > Program Files > Common > Adobe

C  > Program Files(x86) > Adobe

C  > Program Files(x86) > Common > Adobe

C > Program Data > Adobe

C > User > PC name > Appdata > Local > Adobe

C > User > PC name > Appdata > Roaming > Adobe

C > User > PC name > Appdata > Local data > Adobe All

In C drive Delete All Adobe folders

looking for a shortcut is likely to take longer than doing a clean install.

If I do remove, isn't it correct that the shortcut icon disappears?

i'm not sure what you're asking but if you properly uninstall a program, it's shortcut icon should be removed.

do a clean cc install:

properly uninstall every cc app including preferences, https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html
then uninstall the cc desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html
clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html
restart your computer (don't skip this)
reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud.
if you're unable to install the cc desktop app at this stage, use an administrator account (solution 4 here, https://helpx.adobe.com/creative-cloud/kb/creative-cloud-missing-damaged.html)
use the desktop app to install your cc programs/trials

if that all fails because you've already improperly deleted instead of uninstalling adobe's programs, embed a screenshot showing the error.

Is there any other way?

I sent the log collector to Adobe.
