Can't find some old versions in Adobe CC.

I've just installed system on fresh pc, than downloaded and installed latest CC application, and i can't find some older versions of premiere apps in it. I have few projects in сс 2014 version, but it's missing from the list. Also there used to be earlier 2017 version, which hasn't this stupid interface lag, that older and 2018 versions has. I adressed this lag in this thread Timeline zoom lag it's absolutely fresh install of adobe cc, so i don't know what could have gone wrong. There are all older versions of after effects available, but only 2017 media encoder - what is happening?!
