Hi, I kind of solved it.
1) Killed any single process that might have interfere. Including antivirus software and windows update.
2) Deleted and cleared adobe stuff with Your apps.
3) Installed Creative Cloud and turned off auto updates.
4) Downloaded PS and LR installers from Adobe webpage.
From what I see in the logs some processes got stuck, like in the following example:

The installation process stops at "11/29/18 21:29:01:969 | [INFO] | 4444 | HDSetup | HDPIM | WorkFlowManager | | HDPIM | 5932 | Win64 Runtimes to install: VC8,VC9,VC10,VC11,VC12,VC14,VC14.1" and doesn;t move anymore. Then i just kill the app (but update precesses are still running in the background and have to be killed manually.
As for this point it works more or less fine.
