Can't install indesign

I have Adobe Web Premium CS4 and use it happily.  However, I now need InDesign. I have been using Microsoft Publisher, but I'd like to try InDesign as I think it would function better. The single app options looks like it suit me perfectly. But, I can not get it to install.  I can open Adobe.com and log it.  I can click on my membership where it shows I had a trial period of Creative Cloud Free Membership. That is all that is listed.  I try to click "manage plan" and get a blank page.  I try to go through the indesign page at Desktop publishing software | Download free Adobe InDesign CC trial, This page loads but then when I click on free trial (https://creative.adobe.com/products/download/indesign?promoid=KSPFR) I get nothing but blank page.  I try to click buy now since I think I will like it enough to purchase (Creative Cloud pricing and membership plans | Adobe Creative Cloud) and get nothing but a blank page.  There is no pop-up blocker enabled.  I completely TURNED OFF my antivirus (Norton) to be sure there was no conflict there.  Everything else on the computer is running fine including the internet.

I have managed (with some difficulty) in getting the Trial Version of InDesign on my secondary computer (Windows Surface Pro 8.1) and it appears to be running. However, I would like to be sure I can also use it on my other computer!  Thoughts??

My computer is running Windows 7.

Internet Explorer 11.  (most up to date).

If you are trying to download Adobe Creative Cloud app, try with below links :

https://ccmdls.adobe.com/AdobeProducts/KCCC/1/win32/CreativeCloudSet-Up.exe

Once the Creative Cloud app is installed , you can sign in and install InDesign cc.
