Can't install Photoshop 13 LS16

I was trying to download my photoshop 13 LS16. I have the DMG file in my MAC OS Sierra but I am unable to download it. Once the installer starts it says:

Inline image 1

I tried running the CS5 Cleaner tool but it wasn't successful. I went to the link:

http://kb2.adobe.com/cps/829/cpsid_82947.html

and then downloaded the CC cleaner tool (doesn't seem to be the same as the CS5 cleaner though not sure if it matters).

I tried the CC cleaner but I got the following issue:

The site says to uninstall adobe creative cloud but when I go the the installer folder I have nothing to uninstall:

Adobe installers is empty.

Then I did run the cleaner regardless but I think it confirms there is nothing to clean:

the only option I have is:

Inline image 3

but it seems that trying to clean it does very little.

Not sure how else to proceed or what I did wrong. Any suggestions?
