Cannot find a download link or the app in CC for Adobe XD

I can see Adobe XD in the list of apps "Included in Your Plan" on my account page, but it does not appear in my Adobe Creative Cloud desktop app

it's no longer being offered to new(er) users

or you've missed it at the bottom of your apps panel

Why this not offered to new users or any athernative way to download/access Adobe xd?
can you please let me know specific system requirments? I've checked & it's meet them but want to ensure I haven't missed any details

what do you mean by "adding a new user"?

that makes no sense for your subscription type.
