I'm at my wits end, I can't see my libraries in PS, I was on Chat with Tech support today for about 2 hours and they even took over my computer and still no answer has been found, it is saying i'm not logged in to CC...But i am....Ive tried signing out from help in PS and signing back in etc...How can i get my libraries to show up back in PS...I can see them on the internet, but PS keeps saying i'm not logged in... Can anyone help?

I had the same issue and found following the steps here fixed it!

the one that solved the problem was - Configure your proxy to work with Libraries

Hope you found the answer before now!!

Solution to the issue: Adobe Creative Cloud Libraries panel doesn't load in desktop products

did anyone check what version of the Adobe cc app is installed i.e, does it want to update?

how do you check that?

green= system info

red= sign in | out ... don't post your email but if you are signed in from Photoshop help the ui will say "sign out and have an email" ... check this is in fact your email and that it says sign out, not sign in

purple = the cc library which I am blocking on purpose to show zero network access
