Cant Download to my HP

Ive sent the link to download photoshop to my laptop through my email when prompted. When I click the link, it just takes me back to the web page that tells me to send a link and easily download photoshop. Im not sure what to do about this.

The Adobe Creative Cloud Desktop App is the software that controls all downloads and installs of Photoshop.

Do you have this installed, and are you Signed-In with the App?
