Warning, scammers may contact you privately pretending to be Adobe staff. Adobe will never send you a private message asking you to email an account that isn't @adobe.com, or use Skype. Adobe never ask you for their password. These scammers want your Adobe info, credit cards, your money and control of your computer, please take care.

Below is the process for Windows 7, 8, 8.1, or 10. It is similar to that described for MACs

1) End all Adobe processes

    a) Run Task Manager as Administrator (Enter Task Manager in Search, right click Task Manager, click Run as Admin)

    b) Click Processes tab

    c) In the Name list, find each Adobe process

    d) Right click

    e) Select End Task on every Adobe process in the list, one at a time

2) From Windows Explorer / File Explorer go to C:\Users\user name\AppData\local\Adobe

3) Delete OOBE folder and AAM Updater folder

4) Start Creative Cloud and Login

This process worked for me. I hope this helps others.
