cc app not working

I Installed the CC App but all I get is the apps white background with nothing else. Please Help.

If the links above do not help, try clean removing the Creative Cloud app and reinstalling it :

1) Uninstall Creative Cloud Desktop Manager  :

Creative Cloud Help | Uninstall the Creative Cloud desktop app

2) Delete following folders :

C:\Program Files (x86)\Common Files\Adobe\OOBE

C:\Program Files (x86)\Common Files\Adobe\Adob

C:\Program Files (x86)\Common Files\Adobe\OOBE

C:\Program Files (x86)\Common Files\Adobe\Adobe Application Manager

C:\Program Files (x86)\Adobe\Creative Cloud Folders

C:\Users\<user_name>\AppData\Local\Adobe\ AAM UPDATER  and OOBE both { To view the hidden AppData folder, see Show hidden files, folders, filename extensions | Windows XP, Vista, Windows 7.}

3- Run Adobe Cleaner tool  : http://download.macromedia.com/SupportTools/Cleaner/win/AdobeCreativeCloudCleanerTool.exe

4- Click on the below link and download Creative Cloud Installer file and use the same to install the Creative Cloud Desktop application.

If you have trouble launching the Creative Cloud Desktop application and the application shows a spinning progress wheel or a blank white screen (or otherwise does not open), try the solutions in order. If a solution works, you do not need to try the next solution.

I also had the blank CC app and problems with standalone version of Photoshop CC 2014 and 2015. It

was the Ethernet Driver . . After Month of having the **% flickering cursor and blank CCapp screen  I finally fixed it.  In my case it was an incompatibility of the libraries module in Photoshop CC 2014 and 2015, and the Creative Cloud App with my ethernet drivers from Realtek.

My solution, 

I uninstalled my Windows 7 PCIe Realtek GBE Driver and installed the Realtek Windows 8.1 PCIe GBE Family Driver fixed everything, the flashing hourglass -gone, the Libraries module flashing -gone, Creative Cloud not installing -now installed. I was running Windows 7 Pro (64 bit) when this problem started, upgraded to Windows 10 pro (64 bit). The Windows 10 installed a NIC driver that slowed my Gigabit Ethernet card to 100mbs, so I downgraded to Windows 7 driver so problem persisted.

I don't know if this only applies to just the Windows 7 RealteK PCIe GBE Driver or if it applies to other operating systems and different ethernet chip manufacturers, but it does give you another avenue to explore.

RESOLVED! Thank you all for your suggestions. The solution that involved deleting the OPM.db file did the trick.
