CC desktop app has not updated automatically

Under Preferences in my current (old) CC desktop app in Windows 10 Home 1903 I have both "Always keep Creative Cloud up to date" and "Enable auto-update" checked, so why hasn't it automatically updated?

    The newest version of the CC DTA is being rolled out selectively. The USA being the last, or nearer the end, of the planed rollout.

    And why is this screen grab @ 1619 x 436 px resized to an unreadable image when it's clicked for a closer inspection?
